HSVP accelerates land acquisition at 8 key spots
The HSVP is fast-tracking land acquisition along Gurugram’s Dwarka Expressway using pooling, e-Bhoomi, and TDR to link sector roads and build drainage. With 4.33 acres still needed, the project aims to boost urban connectivity and infrastructure development.

To overcome longstanding hurdles, HSVP has outlined a flexible strategy, encouraging the use of land pooling, the digital e-Bhoomi platform, and the Transfer of Development Rights (TDR) model. These mechanisms are expected to fast-track the process while addressing past delays caused by financial constraints and acquisition challenges.
In a renewed push to bolster Gurugram’s urban connectivity, the Haryana Shahari Vikas Pradhikaran (HSVP) has directed local authorities to accelerate the acquisition of land at eight crucial locations along the Dwarka Expressway. The initiative is aimed at seamlessly linking master sector roads to the expressway and completing vital drainage systems along the Central Peripheral Road (CPR).
Parallel plans to create green buffer zones
To oversee the initiative, a dedicated committee led by a land acquisition officer has been established. The team has already submitted detailed reports on the remaining unacquired land falling within the alignment of sector and master roads to the Directorate of Town and Country Planning (DTCP), where they are currently under review.
Although the 19-kilometre stretch of the Dwarka Expressway in Gurugram had originally seen the acquisition of a 150-metre-wide corridor, a parallel plan to create green buffer zones on either side has struggled to move forward due to difficulties in securing surrounding land parcels.
In a bid to resolve these roadblocks, HSVP has asked officials to identify and acquire eight key patches of land to bridge connectivity gaps between existing sector roads and the expressway. Two additional parcels along the CPR have also been earmarked for service lanes and utility infrastructure.
Key sectors and sites
These sites include roads in Sectors 82/82A, 70-71 (Rambir ki Dhani), 85/86, the outer road of Sector 79, and inter-sector roads between 79/79A, 78/79, 9B/37C, 78/80, 88/89, 81/82, and 71/73. These handovers are expected to significantly enhance sector-to-sector connectivity and ease traffic congestion, offering a major boost to Gurugram’s urban development ambitions.
4.33 acres land still required to complete key road links
Progress has also been reported elsewhere. HSVP has cleared legal and procedural obstacles at 11 locations, handing over those parcels to GMDA for immediate road construction and infrastructure upgrades.
A recent survey by the Gurugram Metropolitan Development Authority (GMDA) found that around 4.33 acres of land are still required to complete key road links in Sectors 99A, 101, 102, 102A, 103, 106, 109, and 110A, as well as a crucial stretch near Sector 9. While partial roadwork has commenced following verbal assurances to landowners, many stakeholders are now pressing for timely compensation.
